The Ministry of Women and Child Development has taken a significant step towards achieving the vision of One Nation, One Helpline by deciding to link the Women’s Helpline and Child Helpline with the Emergency Response Support System (ERSS-112). This move aims to streamline and enhance the support system for children in distress and ensure a more coordinated and efficient response.
Background:
Previously, the 24×7 helpline for children in need of assistance, Childline 1098, was supported by the Ministry of Childline under the Child Protection Services (CPS) scheme. Childline India Foundation (CIF), along with its partner NGOs, played a crucial role in managing the services. However, the existing system faced challenges in terms of interoperability with other emergency services and geographical coverage.
Integration for Improved Efficiency:
By integrating the Child Helpline with ERSS-112, the government seeks to address these challenges and provide a more comprehensive and effective support network for children in distress. The integration will enable seamless coordination between different emergency services such as police, fire, and ambulance, ensuring a swift and coordinated response in times of crisis.
Expansion of Coverage and Responsiveness:
The integration with ERSS-112 will significantly expand the reach and coverage of the Child Helpline services. Currently operating in 568 districts, 135 railway stations, and 11 bus stands, the Childline network, managed by CIF, will now be able to extend its services to additional districts, ensuring that more children in need receive timely assistance. The response time, which currently stands at approximately 60 minutes, is expected to improve with the integration, reducing any delays in providing help to children in distress.
Positive Impact of Legislative Amendments:
The integration of the Child Helpline with ERSS-112 aligns with the strengthening of service delivery structures under the Juvenile Justice (Care and Protection of Children) Act 2015, as amended in 2021. This integration will enhance the effectiveness of the child helpline system operated in collaboration with states and union territories. It will facilitate the seamless flow of information, contributing to better repatriation and rehabilitation of children in distress within districts and states/UTs.
